[The Witch of Misfortune can be easily found wandering around, mostly in the Master Bedroom. Though seems she'll easily stop whatever she's doing and chat with you, at least...]
It seems like you might need the refresher course on how the game works. Until I claim my title, you must pretend to be her. Part of being her is using magic the same way she does.

I think the mistake there is in assuming I would abandon my humanity just because I became something different. If you didn't take delight in watching others suffer, and if you weren't trying to steal Yuuko-san's name and reputation, we might be able to get along.
